Fiber Network Construction Coming to Your Neighborhood

Dear Neighbor,

Highline is preparing to begin construction of a new fiber-to-the-home (FTTH) network in your neighborhood. We are excited to bring next-generation, high-speed internet service to your community and want to keep you informed about what to expect during construction.

This long-term infrastructure investment is designed to serve your area for decades to come.

What to Expect During Construction

Over the coming weeks, authorized Highline contractors and construction crews will be working within public streets, rights-of-way, and recorded utility easements to install underground fiber infrastructure.

Construction activities may include:

  • Directional drilling (underground boring)
  • Open trenching in utility corridors
  • Road or driveway boring
  • Placement of underground conduit and fiber cable
  • Installation of small utility pedestals or handholes
  • Splicing and network activation work

You may see construction equipment, temporary work zones, traffic control signage, and utility markings.

Access to homes and roadways will be maintained whenever possible. If temporary driveway access restrictions are required, our crews will coordinate directly with affected residents.

Important: Utility Locate Markings

Before construction begins, utility locates will be performed to identify existing underground infrastructure. You may notice temporary paint markings and small utility flags placed in your yard or along the roadway.

Please:

  • Do not disturb or remove paint markings or flags
  • Avoid mowing over flags until construction has passed
  • Keep pets and vehicles clear of marked areas

The marking paint used is environmentally safe and specially designed to fade quickly. Flags will be collected by our crew as work progresses through the area.

These markings are critical to ensure safe installation and protecting existing utilities such as water, gas, electric, sewer, and communications lines.

Ground & Lawn Restoration

Any impacted ground, lawn, or landscape areas within the utility easement will be restored once construction is complete, including after all boring, conduit placement, fiber installation, and splicing activities are finalized.

Restoration may include:

  • Backfilling and compaction to DOT and municipal standards
  • Re-grading disturbed soil
  • Re-seeding or sod replacement, where applicable
  • Replacement of irrigation components directly impacted by construction

Please note:

  • Lawn restoration requires watering and care by the property owner until the grass is fully established.
  • Restoration typically begins after all underground and splicing activities are complete in your area.
  • Seasonal conditions (winter temperatures or drought restrictions) may affect restoration timing.

If you have a specialized irrigation system, invisible fence, or private underground feature within the easement area, we encourage you to mark it prior to construction or notify us in advance.

What is Fiber-to-the-Home (FTTH)?

Fiber-to-the-home technology connects each residence directly to a fiber optic network. Unlike cable, DSL, or satellite, fiber transmits data using light — providing:

  • Symmetrical upload and download speeds
  • Greater reliability and weather resistance
  • Low latency for gaming and video conferencing
  • Capacity to support future technology demands
  • Improved property value and community connectivity

Fiber is widely considered the gold standard of broadband infrastructure and supports remote work, telehealth, online learning, streaming, and modern home security systems.

Safety & Identification

All Highline crews and contractors:

  • Carry company identification
  • Operate clearly marked vehicles
  • Follow local permitting and safety requirements
  • Coordinate with municipalities and utility providers
